| Workplace Skills Plan |
Purpose:
To manage the Workplace Skills Plan (WSP) in accordance with the Skills Development Act and the Skills Development Levies Act.
- Functions:
- Develop and manage a strategic HRD plan.
- Actively participate in the forums of the ETDPSETA and PSETA.
- Effectively manage the operation of the DTC and decentralised training committees.
- Provide advice on skills development in the WCED.
- Provide an effective secretarial service to the DTC.
- Liase closely with labour unions and other stakeholders on skill development matters.
- Develop and maintain data base of training and development knowledge.
- Draft and process the annual WSP and Annual Training Report.
- Ensure the utilisation of the prescribed 1% skills development levy.

| Internal Human Capital Development |
Purpose:
To manage the provision of effective external training and development opportunities for Public Service and Educator employees.
- Functions:
- Manage bursary schemes for Public Servants and Educators.
- Liaise with HEIs and manage Advanced Certificate in Education, National Professional Diploma in Education and other qualification programmes for serving underqualified educators.
- Liaise and coordinate the pre-service training programme.
- Manage the National Teacher Award and other excellence award programmes.
- Coordinate participation in the Cape Administration Academy programmes and serve in related forums.
- Manage mentorship, internship and learnership programmes.
- Manage the School Business Management Training programmes.

| Cape Teaching Institute |
Purpose:
To manage the Cape Teaching and Leadership Institute with specific emphasis on teacher development.
- Functions:
- Develop, in consultation with relevant roleplayers, specification for education training interventions.
- Manage the quality assurance and impact assessment of training service providers.
- Manage quality hostel and professional training facilities.
- Evaluate and develop training and development programmes.
- Ensure economic, sustainable, effective and efficient management of CTI resources.
