Purpose:
To manage human capital development.

Functions:
  1. Manage the Workplace Skills Plan (WSP) in accordance with the Skills Development Act and the Skills Development Levies Act.
  2. Manage the provision of effective external training and development opportunities for Public Service and Educator employees.
  3. Manage the Cape Teaching and Leadership Institutes with specific emphasis on teacher development.
Workplace Skills Plan
Purpose:
To manage the Workplace Skills Plan (WSP) in accordance with the Skills Development Act and the Skills Development Levies Act.
Functions:
  1. Develop and manage a strategic HRD plan.
  2. Actively participate in the forums of the ETDPSETA and PSETA.
  3. Effectively manage the operation of the DTC and decentralised training committees.
  4. Provide advice on skills development in the WCED.
  5. Provide an effective secretarial service to the DTC.
  6. Liase closely with labour unions and other stakeholders on skill development matters.
  7. Develop and maintain data base of training and development knowledge.
  8. Draft and process the annual WSP and Annual Training Report.
  9. Ensure the utilisation of the prescribed 1% skills development levy.
Internal Human Capital Development
Purpose:
To manage the provision of effective external training and development opportunities for Public Service and Educator employees.
Functions:
  1. Manage bursary schemes for Public Servants and Educators.
  2. Liaise with HEIs and manage Advanced Certificate in Education, National Professional Diploma in Education and other qualification programmes for serving underqualified educators.
  3. Liaise and coordinate the pre-service training programme.
  4. Manage the National Teacher Award and other excellence award programmes.
  5. Coordinate participation in the Cape Administration Academy programmes and serve in related forums.
  6. Manage mentorship, internship and learnership programmes.
  7. Manage the School Business Management Training programmes.
Cape Teaching Institute
Purpose:
To manage the Cape Teaching and Leadership Institute with specific emphasis on teacher development.
Functions:
  1. Develop, in consultation with relevant roleplayers, specification for education training interventions.
  2. Manage the quality assurance and impact assessment of training service providers.
  3. Manage quality hostel and professional training facilities.
  4. Evaluate and develop training and development programmes.
  5. Ensure economic, sustainable, effective and efficient management of CTI resources.
