  • Purpose:
    To manage human capital within the WCED.

    Functions:
    1. Manage all HR Policy and Information Management matters.
    2. Manage the development, implementation and maintenance of individual performance management systems.
    3. Manage all employee health and wellness and HR Special Programmes and coordinate the OD function.
    Policy & HR Information Systems
     
    Purpose:
    To manage all HR Policy and Information Management matters.
    Functions:
    1. Develop and interpret the implementation of national and departmental specific human resource policy as well as input into national and provincial policy.
    2. Develop and maintain human resource information and knowledge management system.
    3. Exercise control over PERSAL and other HR systems.
    4. Provide human resource research and product development.
    5. Monitor, evaluate and report on HR matters.
    Performance Management
     
    Purpose:
    To manage the development, implementation and maintenance of individual performance management systems.
    Functions:
    1. Develop Performance Management systems and instruments in accordance with national and provincial guidelines.
    2. Monitor the implementation of PM systems in accordance with national and provincial guidelines.
    3. Maintain PM systems.
    Employee Health & Wellness &
    HR Special Programmes
    Purpose:
    To manage all employee health and wellness and HR Special programmes and coordinate the OD function.
    Functions:
    1. Develop and maintain human resource plan (including EE).
    2. Coordinate organisational development interventions (including norms and standards), job evaluation and change management.
    3. Manage employee health and wellness and HR special programmes.
