Purpose:
To manage the labour relations within the Department.

Functions:
  1. Handle all labour relations matters. regarding misconduct and grievances (Rural).
  2. Handle all labour relations matters. regarding misconduct and grievances (Metropole).
  3. Develop labour relations policy and procedures, research and mange the collective bargaining process.
  4. Render specialist labour law advice to the Minister, Top Management and the Department regarding industrial relation issues.
Misconduct Grievances &
Disputes (Rural)
Purpose:
To handle all labour relations matters regarding misconduct and grievances.
Functions:
  1. Handle misconduct and grievance matters.
  2. Render labour relations advice.
  3. Develop and implement strategies in order to prevent labour unrest.
  4. Initiate and promote training regarding misconduct and grievance matters.
Misconduct Grievance &
Disputes (Metropole)
Purpose:
To handle all labour relations matters regarding misconduct and grievances.
Functions:
  1. Handle misconduct and grievance matters.
  2. Render labour relations advice.
  3. Develop and implement strategies in order to prevent labour unrest.
  4. Initiate and promote training regarding misconduct and grievance matters.
Collective Bargaining Training and Policy Research
Purpose:
To develop labour relations policy and procedures, research and manage the collective bargaining process.
Functions:
  1. Formulate, evaluate and monitor policy and procedures.
  2. Do research regarding labour relations matters.
  3. Represent the employer in collective bargaining forums.
  4. Manage and co-ordinate the employer functions originating from the education sector and provincial education sector bargaining council.
  5. Facilitate and coordinate dispute resolution procedures of the bargaining council.
  6. Implement and monitor the application of collective arrangements.
Advisory Services: LR
 
Purpose:
To render specialist labour law advice to the MEC, Top Management and the department regarding industrial relation issues.
Functions:
  1. Develop and implement relevant policies and strategies.
  2. Provide legal advice and direction on labour related issues.
  3. Provide legal opinions on all labour related issues.
  4. Provide training and development on labour related issues.
