- Develop policy for ELSEN.
- Plan and coordinate capacity building regarding ELSEN.
- Control ELSEN movement.
- Develop and maintain inter-sectoral networks for collaboration on ELSEN capacity building and service delivery.
- Monitor and evaluate the management and governance of ELSEN schools.

- Perform the liaison role between district, province and national re HIV issues.
